I remeber wearing dark stockings (or tights, whatever you call them) under some black shorts with cut off boots before and I thought it looked OK but that was a few years ago lol
I think it can totally work with the right shorts matched with the right leggings.
Plus I LOVE those little cut-off western looking boots! These always look cute with shorts or skirts!
